You'll notice the effect of EV Training once it reaches level 50 or level 100. In 4th Gen, you'd be able to see the EV Training taking effect by seeing your stats go up by like +20 upon level up. In 5th Gen, EVs are calculated after battle rather than level up, so it's possible to EV Train level 100 Pokes in 5th Gen.

What's the highest it's speed can go cause a buddy of mine said you can get a charazard with 420 in sp.act but on smogon it says 348. Lv 100

Charizard's max Sp.Atk is 348, though this can be boosted if you have Solar Power (sun must be the active weather) and Choice Specs. As for Lucario, its max Speed is 306, but that's assuming its Speed IV is 31 and you have a nature that boosts Speed.

Well your buddy is wrong about charizard it should only be able to get a sp.atk stat of 348.

Lucario with a positive speed nature and max iv and Ev's in speed can get a speed stat of 306 at the highest.

These Pokemon are considered legit provided the Pokemon that is being distributed is legit, and is not tampered with in any way. Pokecheck has Pokemon people upload that you can download, though you'll have to check which ones are legit/legal and which ones aren't (it's normally easy to tell). Anyways, even some hacked Pokemon are legal to use too, provided they have EVs, IVs, nature, moveset, etc that it can obtain without hacking.
