In competitive battling, there are normally a standard set of rules, aka clauses. Tiers are kind of like categories each Pokemon is put into depending on how powerful they are. Ubers being the highest tier, and NeverUsed being the lowest tier. Pokemon from lower tiers can be used in battles utilizing higher tiered Pokemon (example, NeverUsed Pokemon can be used in OverUsed), however Pokemon in tiers higher than that cannot be used (so Ubers cannot participate in OverUsed). Examples of most clauses can be found here: https://pokemonwars.forumotion.com/t18-offical-battling-rules-of-pokemon-wars and last I remember we use smogon's tiers, so tiers can be found here: http://www.smogon.com/bw/tiers/ though I was just wondering if you wanted any competitive rules or not, or just a battle with no set rules/tiers.
